It can simply be described as the international body that governs association football, futsal & beach soccer. The headquarters of this governing body is located in Zurich, Switzerland and its present president is Sepp Blatter. The responsibility of the FIFA is to organize and governs the major international football tournaments, especially the FIFA World Cup. FIFA comprises of 208 member associations, which is basically three more than the International Olympic Committee and five lesser than the International Associations of Athletics Federations. Referring to the precise details on FIFA, the laws that govern football which is officially called as the Laws of the Game are not entirely the responsibility of FIFA. However, they are basically maintained by a body called the International Football Association Board (IFAB). FIFA also has members on its board (four representatives). According to 2007 FIFA rules, players can register with a total 3 clubs. They can also appear in official matches with a maximum of 2, in a year that is particularly measured from July 1 - June 30. However, this ruling resulted to controversy, particularly in those countries whose seasons cross that date barrier, for instance two former Ireland internationals. As a direct result of this controversy, FIFA modified this ruling the following year for accommodating transfers between leagues with out-of-phase seasons.
